关于“跨境旅行与客户服务管理系统”总承包合作正式签署
ITS INTERNATIONAL TRAVEL SERVICE COMPANY与北京签律出入境服务有限公司联合宣布，双方已于北京时间2026年7月25日正式签署ITS-CBTCS-2026-075《软件系统使用许可、源代码交付、定制开发、实施及维护总承包合同》。
本项目工作名称为“跨境旅行与客户服务管理系统”。相关试用版本此前已部署于ITS测试环境并完成阶段性评估、版本基线确认和项目权利链准备。根据正式合同，北京签律出入境服务有限公司现作为项目总承包方，负责统一协调相关开发参与机构，完成目标系统的源代码及技术资料交付、独立部署、既有问题整改、定制开发、实施上线、测试验收及后续维护。
正式合作范围包括：目标系统连续三十六个月的非排他使用许可；完整源代码及技术资料交付；ITS独立部署及系统控制；约定的系统整改和功能优化；以及自最终验收日起连续三十六个月的系统监控、备份恢复、服务器管理、紧急故障响应、既有接口适配和约定范围内的小型功能迭代。
北京签律出入境服务有限公司将按照总承包合同对其协调使用的相关开发参与机构、分包商及实际开发人员的交付、质量、进度、知识产权、数据安全和维护服务承担统一总承包责任。
本项目现进入正式实施、整改和验收阶段。正式合同的签署不代表目标系统已经完成最终验收或已经面向公众正式上线。系统正式投入运营的时间，以双方后续经确认的信息为准。
目标系统为跨境旅行及客户服务业务的管理和技术支持工具，不属于任何政府机构、官方系统或政府官方网站，亦不替代任何有权机关的审批、登记或入境决定。
本联合公告仅用于记录双方正式合作的客观事实，不构成对任何客户的结果保证、官方授权声明、投资承诺或面向第三方的合同要约。

JOINT ANNOUNCEMENT
Formal Execution of General Contract Cooperation for the Cross-Border Travel and Customer Service Management System
ITS INTERNATIONAL TRAVEL SERVICE COMPANY and Beijing Qianlv Exit-Entry Service Co., Ltd. jointly announce that the Parties formally executed ITS-CBTCS-2026-075, General Contract for Software License, Source Code Delivery, Custom Development, Implementation and Maintenance, on China Standard Time July 25, 2026.
The project working name is the “Cross-Border Travel and Customer Service Management System.” A trial version was previously deployed in the ITS testing environment and underwent staged evaluation, version-baseline confirmation, and chain-of-title preparation. Under the definitive contract, Beijing Qianlv Exit-Entry Service Co., Ltd. now serves as general contractor and is responsible for coordinating the relevant development participants and completing source-code and technical-material delivery, independent deployment, remediation of existing issues, custom development, implementation, testing, acceptance, and ongoing maintenance.
The formal cooperation includes a thirty-six-month non-exclusive license to the Target System; delivery of complete source code and technical materials; independent deployment and system control by ITS; agreed remediation and functional optimization; and thirty-six consecutive months of system monitoring, backup and recovery, server management, emergency incident response, adaptation of existing interfaces, and small feature iterations within the agreed scope beginning on final acceptance.
Beijing Qianlv Exit-Entry Service Co., Ltd. shall bear unified general-contractor responsibility under the definitive contract for the delivery, quality, schedule, intellectual property, data security, and maintenance services of the relevant participating entities, subcontractors, and actual developers it coordinates or uses.
The Project has now entered the formal implementation, remediation, and acceptance stage. Execution of the definitive contract does not mean that the Target System has completed final acceptance or has been formally launched to the public. Any formal production launch will be subject to subsequently confirmed information from the Parties.
The Target System is a management and technical-support tool for cross-border travel and customer-service operations. It is not a governmental authority, official system, or government website and does not replace any approval, registration, or entry decision by a competent authority.
This Joint Announcement records the objective fact of the Parties’ formal cooperation only and does not constitute a customer result guarantee, official-authorization statement, investment commitment, or contractual offer to any third party.
